GOIL Boss calls for fair fuel import permits to strengthen national service

GOIL Chief Executive Officer and Managing Director, Edward Abambire Bawa, has urged regulators to ensure fair and timely allocation of petroleum import permits, commonly known as laycans, to enable the company to effectively meet its national service obligations.

Speaking at a dealer engagement forum in Takoradi, Mr. Bawa warned that GOIL’s crucial role in Ghana’s energy security is under threat due to systemic bottlenecks that affect the state-majority-owned company but not its private competitors.

“GOIL goes where others won’t because there’s a hospital, a school, or a community in need,” he stated. “But when laycan allocations are delayed or denied, it affects our ability to deliver fuel to these vital institutions and underserved regions.”

Mr. Bawa stressed that GOIL, unlike profit-driven entities, operates in remote and low-margin areas in alignment with national development goals. He insisted that equitable distribution of fuel import permits is not a favour, but a necessity to maintain the company’s competitiveness in Ghana’s liberalised petroleum market.

Amid growing competition and supply chain constraints, he noted that resolving these imbalances would allow GOIL to maintain its high standards in product quality, supply reliability, and public trust.

Mr. Bawa also used the opportunity to recognize the efforts of dealers, staff, and loyal customers, attributing GOIL’s strong brand to their continued dedication.

“Wherever you go across the country, our brand is recognized not just for our prices, but for our consistency and dependability,” he said.

Expansion and Modernisation Plans

As part of GOIL’s modernisation agenda, the CEO announced a plan to renovate 270 fuel stations nationwide by December 2025, with 30 out of 50 dealer-managed outlets in the Western Region already earmarked for upgrades.

“This initiative goes beyond aesthetics. It’s about equipping our stations to provide world-class services at competitive prices,” he explained.

In line with GOIL’s digital transformation strategy, Mr. Bawa also announced the launch of a new platform that will allow dealers to view account balances and monthly statements in real time, eliminating delays in accessing essential business information.

Furthermore, he revealed ongoing high-level discussions with the Presidency aimed at securing additional petroleum volumes to support stable and affordable fuel supply across the country.

Concluding his address, Mr. Bawa expressed optimism about the company’s future:

“There is light at the end of the tunnel. GOIL is not just a business – it’s a legacy. Together, we’ll build a company that is modern, trusted, and proudly Ghanaian.”

The Takoradi forum forms part of a nationwide stakeholder consultation series designed to deepen partnerships, drive sustainable growth, and enhance customer satisfaction within the GOIL network.
